Where can I get the Pilots Operating Handbook for the S1? Are they still available?

To my knowledge, none was ever available. It's usually not something you see with this generation of homebuilts, long before the 'RV' age. As the manufacturer of your own homebuilt, you would be the person to write the POH.....Ed

When you buy the plans, GP provides a small booklet that will form the basis for your customized POH. It's somewhere around 16 pages, (I think - haven't looked at it in a long time), with basic checklists and blanks to fill out the numbers for your airplane that you will be discovering during your flight testing. It *could* be used as the official POH by filling in those blanks, but I suspect most people just use it as a template to make their own. In any case, it won't have the kind of detailed information that you are probably seeking for your evaluation.
OTOH, if you can find someone with a flying aircraft, you can probably coax them into letting you see theirs.
If you haven't already purchased them, you really need to buy the plans and evaluate them for yourself. They are not expensive, and you can usually resell them at or near cost if you should decide not to go forward.
